Adding Second Signer Name to Applicants Export

Added SQL to export email and name of the latest second signer for each applicant included in an export. This data will only get queried if the customer has the second_signer_email or second_signer_name fields included in their APPLICANT_EXPORT_CUSTOM_VALUES config to save on memory.


Bullhorn Assigned Recruiter Sync

Resolving an issue to update the recruiter that is set on an applicant when the owner is updated in Bullhorn.


Applicant Requester ID Config

Every time a user sends onboarding to an applicant, their user_id gets set as the applicant's requester_id. This can be trouble for customers that assume this field acts as the owner of the applicant. It is not necessarily true that customers want whoever the last person to send onboarding to an applicant to be the owner of that applicant.

Created two new configs:
